  • Biography

    Sarah's key clients include NHS bodies, local authorities, central government and arm's length bodies, and primary care providers.

    She advises on a broad range of public procurement and contracting issues, ranging from goods and services contracts, outsourcing arrangements, regulated NHS clinical contracts, joint working, and partnership arrangements.

    Sarah is particularly experienced in managing strategic projects for clients and has led several projects for national procurements for high-value, complex services, many of which have been covered in the press. Sarah is an expert in understanding the regulatory framework in which our public sector clients operate. She provides tailored and pragmatic commercial advice to clients, facilitating innovative solutions and successful outcomes, while acting in accordance with legislative boundaries.

    Sarah’s relevant experience include:

    • Advising NHS trusts on large-scale IT and managed equipment service procurements, including joint implementation across integrated care systems
    • Supporting a central government body to procure a multi-million-pound national logistics and distribution service
    • Leading major multi-lot procurements processes for a national commissioner of complex cancer services, overseeing project management, and providing commercial and procurement advice
    • Advising a central government body on its procurement of several disaggregated IT contracts to replace its legacy tech estate
